STATEMENT BY THE DELEGATION OF INDONESIA PANEL DISCUSSION ON THE ROLE OF PREVENTION IN THE PROMOTION AND PROTECTION OF HUMAN RIGHTS 27TH SESSION OF HUMAN RIGHTS COUNCIL

Mr. President,

My delegation thanks the panellists for their insightful presentations.

My delegation fully agrees with the view that the concept of prevention and the role of prevention with regard to promotion and protection of all human rights is an interesting topic that begs further discussion and conversation.

In this light, allow us to share several points to ponder:

First, efforts to prevent necessitates us to address the root causes. In our view, poverty, marginalisation, ignorance, and lack of education forms big part of the root causes. In this regard, prevention is synonym with efforts to eradicate poverty, to formulate inclusive policies and action, and to strengthen education programmes, in terms of quality as well as quantity.

Second, following the previous point, prevention needs sustained engagement, patience, and endurance. In this regard, commitment to allocate appropriate and sustainable resources is pertinent. This also suggests that international community must demonstrate their commitment for long term commitment to technical assistance and capacity building based on the needs and request of country concerned.

Third, to prevent conflict, principles of furthering dialogue and commitment to peaceful settlement of disputes are needed to be adhered. Promoting mutual respect to different views, building up substantive dialogue, and restraining from taking action that will detrimental to the cause of peace are some key actions that can be taken.

In this regard, we would like to pose this question to the panellists: how to build and sustain the international community’s commitment and patience of the need to support the efforts to eradicate poverty, and strengthen education programmes within the context of prevention and role of prevention in the promotion and protection of human rights.
