Statement by the Delegation of Indonesia* At the 21st Session of the Working Group on Universal Periodic Review Consideration of the UPR Report of Guyana

Mr. President,

My delegation welcomes the delegation of Guyana, led by Her Excellency Ms. Carolyn Rodrigues-Birkett, Minister of Foreign Affairs of Guyana, and thanks the delegation for its comprehensive National Report and informative presentation.

Indonesia commends the progresses made by the Government of Guyana in promoting and protecting human rights since the first cycle of the UPR.

Mr. President,

The achievements made in the area of poverty reduction in Guyana through implementation of various interrelated policies are commendable. We note from the report that investments in essential areas to poverty eradication such as education, health, water, housing and social security assumed 34,5% of the 2014 annual budget. Positive correlation between poverty reduction and protection of human rights means that Guyana has made major strides in the area of human rights. On this basis, Indonesia would like to kindly recommend the Government of Guyana to enhance its poverty eradication efforts by continuously allocating sufficient annual budget dedicated to poverty eradication programs.

Indonesia also takes positive note of the ratification of the Convention of the Rights of Persons with Disabilities (CRPD) by the Government of Guyana in September 2014. We acknowledge the adoption of the Persons with Disabilities Act of 2010 which is modelled on the CRPD. On this basis, Indonesia respectfully recommends the Government of Guyana to continue its efforts to ensure the full implementation of the Persons with Disabilities Act 2010.

To conclude, Mr. President, Indonesia would like to express our continued support to the Government and People of Guyana in their efforts to enhance the promotion and protection of human rights in their country.
