Statement by the Delegation of Indonesia* At the 21st Session of the Working Group on Universal Periodic Review Consideration of the UPR Report of Kuwait

Mr. President,

My delegation welcomes the delegation of Kuwait, led by H.E. Ms. Hend Al-Subaih, Minister of Social Affairs and Labour/Minister of State Planning and Development, to the second cycle of the UPR.

Indonesia notes various steps taken by Kuwait to further promote and protect human rights in the country, including the formulation of Development Plan 2015/16 – 2019/20.

Indonesia also note with interest measures taken to protect the rights of migrants who constitute two thirds of Kuwait population, such as the implementation of Legislative Decree No. 40 of 1992 and Ministerial Decision No. 2282/2010 and the establishments of Domestic Workers Department and Domestic Workers’ Shelter Centre. In this connection, we recommend that Kuwait continue strengthen this effort, including consider ratifying the International Convention on the Protection of Migrant Workers and Members of Their Family (ICMW).

Furthermore, we believe that the institutional framework to promote and protect human rights in Kuwait can be further strengthened. In this regard, we recommend that Kuwait expedite the deliberation, and followed by enactment, of law on the establishment of a National Human Rights Institution in accordance with the Paris Principles. Indonesia also recommends that Kuwait consider the formulation of a comprehensive National Human Rights Plan of Action.

To conclude, Indonesia wishes Kuwait success in its endeavour to promote and protect all human rights for all persons in the country.
