INTERVENTION BY THE DELEGATION OF INDONESIA*) AT “ANNUAL INTERACTIVE DEBATE ON THE RIGHTS OF PERSONS WITH DISABILITIES” – THE 28TH SESSION OF THE HUMAN RIGHT COUNCIL
Let me begin by thanking the panelists for their insightful presentations on this very important topic.
The protection of the rights of persons with disabilities receives our utmost attention. Indonesia continuously strives to ensure that the rights of persons with disabilities are protected. In 1997, Indonesia enacted Law Number 4/1997 on persons with disabilities. This legislation complemented other pre-existing laws and regulations sharing the same objective. Subsequently, in 2011, with a view to further strengthen existing measures, Indonesia ratified the Convention on the Rights of Persons with Disabilities (CRPD).
For its part, Indonesia is actively taking steps to ensure the right of persons with disabilities to live independently and be included in the community. This year, the Government of Indonesia will introduce new measures to further advance the rights of persons with disabilities. The Government has recently submitted a Bill on Persons with Disabilities to the Parliament to be debated and concluded by this year. One of the main objectives of the Bill is to strengthen the guarantee of fulfilment of the rights of persons with disabilities to live independently and be included in the community. In the same vein, Indonesia is currently finalizing the National Action Plan on the Rights of Persons with Disabilities. Once adopted, the National Action Plan will serve as the framework for Indonesia’s disability policies.
Finally, Mr. President, since many people with disabilities come from developing countries with limited resources, my delegation would like to seek the Panelists’ views on the best framework of international cooperation to ensure the fulfilment of the rights of persons with disabilities living in developing countries to live independently and be included in the community?
