INTERVENTION BY THE DELEGATION OF INDONESIA AT THE AGENDA ITEM 3 34TH SESSION OF THE HUMAN RIGHT COUNCIL ENHANCED INTERACTIVE DIALOGUE ON MIGRANTS WITH UN HIGH COMMISSIONER FOR HUMAN RIGHTS *

Mr. President,
Allow me to begin by welcoming the High Commissioners’ work on the principles and practical guidance as a guidance to states and other stakeholders on how to implement obligations and duties to respect, protect, and fulfill the rights of migrants who are moving in vulnerable situations, including within large and/or mixed movements.
In line with the spirit of the principles outlined by the High Commissioner, my delegation would like to highlight three important points with regards to deal with irregular migrants and refugees (including those in vulnerable situations): first is the importance of balancing between giving humanitarian assistance to those in need with the law enforcement aspect for people smugglers; second is the importance of cooperation between origin, transit, and destination countries as well as with international organizations; and third is the importance of finding a long-time, comprehensive solution to prevent and tackle the root causes of irregular migration such as poverty, internal conflict, gap between socio-economic development.
Furthermore, considering the multidimensional nature of the issue, we all need to develop a comprehensive approach that takes into consideration on: law enforcment; transnational crimes; respect to human rights and humanitarian principles; labor; refugees; as well as migration and development.
Mr. President,
When we talk about migration, we also have to include migrant workers which  often just as vulnerable as refugees and asylum seekers. It is the upmost important to guarantee better protection for them, considering their contribution to the development of both their countries of origin and destination.
In this regard, we would like to once again, calls upon all member state to ratify the Convention on the Protection of the Rights of All Migrant Workers and Member of their Families which contains provisions that are also in line with the principles outlined by the High Commissioner.
