STATEMENT BY THE DELEGATION OF THE REPUBLIC OF INDONESIA AT THE PANEL ON THE IMPORTANCE OF ROBUST PUBLIC POLICIES AND SERVICES FOR THE PROTECTION OF ECONOMIC, SOCIAL AND CULTURAL RIGHTS IN CONTRIBUTING TO THE COVID-19 PANDEMIC RECOVERY 49th HUMAN RIGHTS COUNCIL, 22 MARCH 2022

Thank you, Mr. President,

We welcome the holding of this panel and thank the speakers for their presentations.

The global recovery effort from the Covid-19 pandemic varies between countries and regions, evidently displayed by the disparity in vaccination rates and available fiscal space.

Nevertheless, countries are pushing forward with their recovery efforts.

Central to these efforts is the design and implementation of public policies.

We agree that investment in affordable, accessible and quality services functions will pave the way to long-term resilience and inclusive development.

As a measure to provide ample fiscal space for recovery to realize economic, social and cultural rights, our Government allocated 455 trillion rupiah (31 billion US Dollars) for the 2022 national economic recovery program, which covers, among others healthcare, fiscal facility particularly for MSMEs and social security for informal workers.

Up to 20 March 2022, 364 million Covid-19 vaccine doses have been administered free of charge in Indonesia, with 57% of Indonesia’s total population having received full vaccination.

Indonesia is optimistic to reach the target of 70% of the population being fully vaccinated by June 2022, as encouraged by WHO.

We also carry out measures aimed to improve long-term domestic healthcare system, including through international cooperation to support domestic vaccine manufacturing capability.

Recognizing the importance of social security for workers, including informal workers, and unemployed individuals, the Government has put forward policies to ensure social protection, among others by providing financial assistance, in the form of cash transfers, subsidies and pre-employment support.

Further, to boost productivity, the Government also focuses on the creation of new jobs by improving investment climate and enhancing the competitiveness of workforce through upskilling and re-skilling, including through investment in digital literacy.
